I'm assuming you mean a crossfade. Transitions are always done on video only. There is no such thing as an audio transition.

Yes, this is very easy to do. Turn off Auto Ripple (Ctrl-L if necessary) and turn on Ignore Eveng Trouping (Ctrl-Shift-U). You can then drag the edges of the audio events independantly of the video event. Choose whatever hard cut location you want by moving the end of the first event and beginning of the second event to that spot.

Important memo regarding turning on "Ignore Event Grouping" (or if you're Chienworks, "Ignore Eveng Trouping"... just kidding): Don't forget to turn it back off when you're done with the step above. Otherwise you can really mess up groupings you wanted to keep together. I've messed up many a project that way.
