Transition two photos in two different layers

Can someone explain how you can get two clips that are on different tracks to transition one to another?

Meaning, I have a clip at 0 seconds on track1.
I have a new clip at 5 seconds on track 2.
How can I make both of these clips to crossfade from one to the other?

First and easiest, put them on the same track.
Second and not as clean but quite easy, make a fade out on track 1, and a fade in on track 2. Then drop your preferred transitional filter on the fade out of track 1, and either the same or different transitional element on the fade in on track 2.
