Transparent text over pictures from scanner

I am making my titles.
How I do make a transparent scrolling text over my pictures. I understand the transparency over a video event but not over a picture on the video overlay track.
I used the text & Backdrops, credit Roll, scrolling on transparent, but my picture is totally covered by the scrolling text.??? I tried text over picture, picture over text...same thing...
My still pictures have the black lines on either side. I "Match Output Aspect" but can't get rid of the bars. I managed to move the picture on one side to block either the right or the left bar, but can't remove them totally. So I wanted to scroll the text on the black bar but the picture is not on the background.
Lost my track....

It sounds to me like you're putting your picture in the overlay track, which means that you must be putting the text in the lower video track. Is this correct? If so, switch them around. The text should always go in the overlay track so that it will overlay whatever is in the lower track.

Now that I created a project "My productions" in a folder call titles, I would like to reuse it into other projects. How do I copy, paste or import or whatever you call it from one project onto another one?
I tried to experiment in a training session before doing it in the main project..
-I thought to make it appear into the media pool . No luck.
-I grouped the events in "My productions", click copy. Once into "trial session" into which I want to add this event, I want to paste or paste Insert, but can't see the paste button. it's not available(light grey).
Like Chienworks said I must think too hard...
By the way I managed to remove the black bars on the pictures, but it looks like the picture is not as clear as the original.
I check the pixels on several jpeg and they are all different.544x760x24, 684x896x24, 956,712,24 ????
I remember reading something about pixels and someone explaining why changing the DPI would affect something.... but can't find it again....
