The transport stream audio is AC3 (Dolby Digital) and Vegas will not import AC3. Since Vegas can write AC3 audio (when DVDA is installed) it's too bad it can't read it as well. I'm using a program called "Xmuxer 2.03" to extract the audio from the transport stream and then a freeware program called "AzidLame" to convert the AC3 audio to a wave file, then placing it in the Vegas timeline. It's a few steps, but it gets the job done.

I also tried to change the tp file ending to m2t and convert it to avi using Cineform "Connect HD" but it did not work.

as John_Cline said -- vegas will not import ac3 streams , you have to demux the transport streams and convert the ac3 to wav files -- besweet also works good for this.

so does sonic foundry soft encode -- which can read ac3 files fine , go figure .
