You can use Ctrl-G to go to. Hit Ctrl+G, then type in the absolute timecode you want to go to on the timeline, in this format: HH:MM:SS.f. You can also move relative from the current cursor location by using + or - in front of the timecode you enter. So, "+5." move you five seconds forward, "-.15" moves you 15 frames back, etc.
I assume you're talking about the timeline. Let's say you set an In point and an Out point using I and O. Now you've been moving around so, while the points are still showing just above the timeline, the region isn't actually selected. Hit Shift-Q to select the in-out, then you can use Home and End to bounce between the in and out points.
