Unable to render blank frames?

I want to have a few seconds of black before the first title of my video, but whatever I try, the final render always starts with the first title image. I have tried many different options (generated solid instead of nothing for the first few seconds, a quick fade-in on the title card, etc.) but nothing helps. This is very annoying, since I already spent more time on solving this issue than editing the whole of the video!

Insert empty events in the blanks spots.
Turn off "Render loop region only" when rendering.

Other tips:
"Snapping" turned on.
"Quantize to frames" turned on.

What video plays when your music track starts since it starts about 2+ seconds before your clips?

@musicvid: Adding an empty event didn't help. (I also tried adding a solid color, but that didn't work either.)
The error was also present when I rendered the whole movie instead of only the loop region.
The 2 options you mention were already turned on. I turned them off but no change.

@Terry Esslinger: I want to start the video on black while the music intro plays. When the music kicks in the first title card should appear.

But after fiddling around I found that the error doesn't happen when I render to QuickTime or AVI (I had rendered to Windows Media all this time). So can it be a bug in the WMV rendering engine?

Looking at your timeline in the screen shot you have a little over two seconds of audio before your video starts. Are you saying that when you play that time line it does not play that way or when you render that time line it does not then play that way?

The timeline plays exactly how it should look, it's only when rendering to Windows Media that the blank/black frames don't show. AVI and QuickTime render just fine.
