I am trying to delete and reinstall Vegas pro 22.0 ...

When you use the word 'delete', hopefully you mean 'uninstall' via Windows Apps (as named in Windows 11) as that is the only method that should first be used to remove Vegas Pro from your computer (unless a specific 3rd party uninstall app is being used).

... I tried multiple ways to delete it ...

If you've been manually deleting Vegas Pro files from 'Program Files' on the C:\ drive instead of first uninstalling via Windows Apps, the installation has very likely been corrupted thus causing the issue that you are getting.

The following forum post outlines the procedures for doing a complete clean uninstall of Vegas Pro:

https://www.vegascreativesoftware.info/us/forum/faq-how-can-i-do-a-clean-uninstall-of-vegas-pro--111205/

As the procedure involves editing the Registry, hopefully you have some experience in doing this because there's no 'Undo' process in the Registry if an error is made.

If the clean uninstall procedure is carried out in full and is successful allowing you to re-install Vegas Pro, that would avoid the possible need to re-install Windows in order to get a fresh and clean install of Windows and the Registry.

I usually use and recommend a third-party uninstaller like 'Revo Uninstall' that can remove left-over registry entries and other pertinent data the OS uninstall leaves behind, which can cause issues to reoccur.. Revo Uninstall has a pro and freeware versions. The free version is adequate in most cases, The pro version has a 'force uninstall' feature.
