Try these 2 things...

1. you are using an old build of VEGAS Pro 17, download the latest build from this link and install it.

2. Update your GPU driver. If using Nvidia, use the Studio driver. If AMD, use the Enterprise driver.

Systems:

Desktop

AMD Ryzen 7 1800x 8 core 16 thread at stock speed

64GB 3000mhz DDR4

Geforce RTX 3090

Windows 10

Laptop:

ASUS Zenbook Pro Duo 32GB (9980HK CPU, RTX 2060 GPU, dual 4K touch screens, main one OLED HDR)

I have the same problem when I updated the Vegas the message pop-up error the program can't start because the Opencl.dll file is missing so I download the file from the dllinstaller.com put the file in the right place and everything is ok now.

It's been a while and I don't have access to my computer where Vegas resides, so this is a bit off the top of my head, you can drill down deeper with some searches based on this general info:

Are you using a Nvidia card? if so, go to the Nvidia management interface (whatever its called) go to 3d settings and look for open cl switch on/off (not sure which is the one tht works, try both), in either the global settings OR, you can look at the individual program settings, if Vegas 17 is not listed, you can add that to the list and then go to the open cl switch specifically for Vegas 17.

This worked for me, thank you
