There was a recent similar issue raised on the forum at:

https://www.vegascreativesoftware.info/us/forum/vegas-17-doesn-t-start-windows-10-pro-64bits--121952/

Have a look at the suggestion made by Ian-mLMC at about the 4th comment from the bottom. There's probably a video plugin installed that Vegas Pro doesn't like. When that is the case, Vegas Pro unfortunately does not simply ignore it, it stalls the program opening.

Following the suggestion, just add a plugin one-by-one and open VP each time until VP reaches the problem plugin. Of course, make sure that you first make a copy of the FileIO Plug Ins saved elsewhere before making any changes.

Or you could do the old "binary search" to speed up finding the problematic plugin. Remove *half* the plugins (move them to another folder), then start Vegas Pro. If it starts, move back *half* of the previously moved plugins, or if it still doesn't start, move out a further *half*. Repeat until you find the culprit.

My FileIO Plug-Ins folder contains 34 subfolders. Moving them one by one could potentially take up to 33 restarts. Doing the 'half' method would take maximum 6 restarts.

I've had problems with Ignite Pro 4.1 causing that issue. I would move it to another folder, start VP and it would work, loading all the Sapphire and Boris plugins. Once it did, I would move Ignite Pro back and now it loads up and no problems.
