I have not used DVD Workshop, but my burner did come with ULead DVD Movie Factory 2.0 SE and VIdeo Factory 7.0 SE.

The Movie Facotry 2.0 SE works fine for authoring DVD, VCD or SVCD's from video captured and edited in Screenblast 3.0. It works much better than MyDVD that came with Screenblast. You can capture video, add menus and chapters with it. You can custom configure it to use variable or fixed bit rates when compressing to MPEG2 as well as choosing from default settings (e.g. Best, Good, etc.) to allow more or less video on a DVD.

If you are looking for an authoring tool with more features, then DVD-Lab is a good choice. With it, I was able to include an introduction clip before the menus appeared. The main menu consisted of moving video with 'Play Movie' and 'Scene Selections' options. It is completely programmable and easy to determine how your video will play and how it is linked to other video clips.
