Insert a music compilation, and then put these MPEG-2 files (and their associated AC-3 files) into that music compilation. Don't worry about the fact that it is called "music compilation." This is a misnomer. It is really a container for the media files in which they are put together so they play seamlessly. Each MPEG-2/AC-3 combination will play as a separate chapter, but you will be able to fast forward and fast reverse play through these chapter stops. By contrast, if you simply put the files into a project, each MPEG-2/AC-3 combination will be created as a separate titleset, and there will be a hesitation as your player searches for the next title, and you cannot navigate across chapter boundaries using the FF or REW keys on the remote of your DVD player.

The one downside is that you cannot insert additional chapter stops within any of the the MPEG/AC-3 files.
