Variable Frame Rate - identical frames issue

Hi folks,
Is it possible to solve VFR somehow? If I import VFR video into VP, it causes two identical frames in a row (in some parts of the video).
For example, in VirtualDub, VFR video is smooth, or if I convert video (in HandBrake)to CFR, everything is fine. But conversion loses video quality.
I don't know how to solve it. Do you know any effective solution?

This is what VFR is based on. If part of a video has a frame rate of 1 fps and you use that in a 25 fps project it is expected to get 25 repeated frames there. In Vegas Pro 16 you've got the choice. Go to Options/Preferences/General and select the item which either allows for synced VFR video (with repeated/skipped frames) or continuous frame rates.

Alternatively, you can use the Import Assist feature of Happy Otter Scripts.

Import Assist will cause the video with varied frame rate to have the constant frame rate.

In the video below I used a video with varied frame rate.

I used a Happy Otter Scripts Duplicate Frame Finder from AviDub to detect duplicate frames and create markers in these frames.

Then I used import Asssist to make the video with varied frame rate become a video with constant frame rate.
