VBR in DVD-A

Is there any way to get DVD-A to use a veriable bit rate when compressing the MPEG files? I don't see any options other than the constant bit rate itself.

DVD-A encodes using VBR. The bitrate specified in the Optimize DVD dialog is the average bitrate for VBR.
