Can DVD Architect burn VCD? I need these low quality disks for give aways to clients.

DVD Architect does not make VCDs. However Vegas does.

I do not see a way to make menus in Vegas. Is there a way to do this, or is there a way to make a DVD using DVDA and then burn it as a VCD in Vegas?

No, you cannot make menus on VCD’s in Vegas nor can you author them in DVDA and burn them in Vegas because the structure of a VCD is different from a DVD. You need to buy a VCD authoring package to make VCD’s with menus.
