Back in the Vegas 5/6 days you had to tweak the internal preferences:

1) Hold the Shift key while selection Option | Preferences
2) Go to the Internal tab
3) Search for "doc"
4) Change Frame Dock at the Top from FALSE to TRUE*
5) Press OK

*Disclaimer: You can really mess up Vegas if you tweak the wrong settings since you should not be messing with internal preferences so I have to tell you to do this at your own risk, void where prohibited by law, your mileage may vary, not responsible for articles left behind. ;-)

The docking area may collapse to one line after applied. Just drag it back down again to adjust it's height. (Enjoy)
