What are you installing it on? Details of your System Specs including OS would help.

Try a 'Factory Reset" Instructions here https://www.vegascreativesoftware.info/us/forum/faq-how-can-i-reset-vegas-pro-to-default-settings--104646/ Whilst written for Vegas Pro it also applies to VMS. It can clear out problems that uninstalling and reinstalling doesn't. Your post appears to indicate you once had VMS14 installed.

I wanted to try it out for the first time a while ago to see what it was like, because I saw that version 14 has a dark mode just like Vegas Pro 15, and that the official minimum requirements (based on a Wayback Machine log from early 2017 when I visited the official Vegas website) are 2 GB of RAM. Then I uninstalled it, and now I'm curious to try it again to experiment, and I ran into this problem. Now, I just tried to do a factory reset on Movie Studio 14 Platinum following the steps in the link, and it still doesn't work, with the same error appearing in the details. Are there any other alternative methods?
