Vegas not applying selected data rate

I'm rendering some QT Movies and using MP4 as the output type. I set the data rate to 7 Mbps but the resulting file goes as high or 16 or 17 Mbps, which I can see in the Inspector (and confirm from a Mac). What's the deal with not sticking to the assigned data rate? Anyway to make that happen? The files are for use on a Smart TV, which has a fixed limit on the rate it can handle.

QT is the encoder so it's either a) Vegas isn't getting the correct info to QT, b) QT doesn't encode that way for some reason or c) the readouts are lying to you.

I'm betting A because you never said CBR, you just said "bitrate" so I'm guessing you're selecting a VBR setting unintentionally.

I dont't recall seeing an option to set CBR or VBR in that Custom settings panel (Vegas Pro 13) - rendering another copy at the moment, but is there that option? I definitely didn;t set it one way or the other - just the data rate, which is way off, and the file won;t play on my SMART TV.

What render as template did you use?
Were you using Quicktime in Render as?

If Quicktime, then what "video format" did you select in the Vegas render as dialog for Quicktime.
I do not see any MP4 format listed in the render as dialog. There is mpeg-4 video. Maybe this is what you were referring to.

What video formats does your TV accept?
What are the published limits for bitrate. Average and peak?

Most video encoding is variable bitrate and the data rate one specifies is the average bitrate. The bitrate can and will peak above the average. I seriously doubt your TV cannot handle variable bitrate.
