I doubt if there is any pre-requisite or post-requisite relationship between Vegas Pro and Quicktime.

As a practical matter, I install Vegas and save the system image. I avoid loading Quicktime until I actually need it. Even though my camera records .MOV, Vegas decodes it without Quicktime. 

Then someone brings me camera phone video.

Depends. I had to install Quicktime so that I could work with iPhone files. Didn't need it for all other files.

i would leave it off, and use FFMPEG to covert/re-wrap any phone media to .mp4 or .MFX containers. You will be better off without the layer of QT getting in the way.
