Vegas Pro 14 will not start

Every time i open vegas pro 14 it says " IPLib dll was not found in waterfall ".

i dont know what this mean and i tried searching to fix it but everything i find does not work.

Can somebody please explain what this mean or help me fix it?

I already tried reinstalling it, removing seartain files (witch where never on my pc to begin with), running it in compatibility mode, running it as admin and installing it on a difrent pc (where it does work).

MSI GeForce GTX 1060 6GB Graphics card

HyperX 8.0 GB Ram

i used to use the trail version and it did work and i reinstalled it cuz i bought it yesterday and i suddenly have this error message
