Vegas Pro 15 - Error when rendering from 1920x1080 MP4 to 640x480 WMV

Cannot render from original 1920x1080 MP4 movie file to 640x480 WMV movie file.

Vegas will always lock up and error out when rendering a 1920x1080 MP4 to a 640x480 WMV

I used to be able to do this before upgrading to the newest Vegas Build 216

I am able to render from original .mts files ( 1920x 1080 ) to 648x480 WMV format.

I am able to render from 1920x1080 MP4 to 1920x1080 WMV.

Rendered after turning off GPU acceleration and dynamic ram preview to 0. Then I just turned on GPU acceleration and left dynamic ram to 0 and it also rendered. Then turned on dynamic ram preview back to 200 and crashed again. Tried setting it to 2000. Crashed ( I have 32 GB of RAM ) 

Basically any number put into dynamic ram preview will cause it to crash.
