I recently up graded and built and new computer.
Processor - Intel(R) Core(TM) Ultra 9 285K (3.70 GHz)
Installed RAM - 128 GB (127 GB usable)
System type - 64-bit operating system, x64-based processor
Edition - Windows 11 Pro
Version - 25H2
GPU - Intel Arc PRO B60 GPU.
I have tried 3 different, benchmarking tools, the GPU is running great, also upgraded drivers, clean installations over the last month.
USING VEGAS PRO 16 AND VEGAS PRO 21
Issue is when I exporting 4K video at 50FPS and 50MG it renders out with white static and flickering in top of frame, no issue with 1080P renders only at 4K.

From the tests you ran, the graphics card itself appears to be functioning normally. The system was able to complete both the Unigine Superposition 4K benchmark and FurMark stress test without crashing, and the GPU was able to reach full load with normal temperatures and clock speeds. This indicates that the graphics card hardware and system configuration are operating correctly.
Based on this, the issue you are experiencing with static appearing during 4K video export is more likely related to the video editing software or the hardware acceleration settings used by the program rather than a fault with the graphics card itself.
Vegas Pro can sometimes have compatibility quirks with certain GPU acceleration modes, particularly with newer Intel Arc cards.
Since the benchmarks show the card performing normally at 4K load, the graphics card appears to be compatible and functioning correctly from a hardware standpoint.
It may be worth reaching out to Vegas Pro support or posting on the Vegas Pro user forums, as they may be able to advise on specific settings or known compatibility notes for Intel Arc GPUs when exporting 4K video.
