Ahhh... the dreaded variable frame rate issue. Many editors have problems with it. Why? Video editors are constant frame rate. If your capture goes down slightly and up slightly, then it's not really a constant 60fps. So there is a strong possibility of skipped frames.
Someone else (with more brain power than I) might add to this, but I would suggest you get Handbrake (it's free) and convert your variable frame rate video to constant frame rate.
BTW, did you know that Final Cut Pro (Apple's editor) at one time had problems with iPhone videos?
+1 for handbrake and choose CFR when recording in the future if you want to edit in Vegas
Is there any difference between CFR and VFR in terms of video quality?
Also I just recorded another video using CFR, and after rendering I get the same results with the video lagging out.

VFR is more for streaming. it can adapt to complexity and bitrate. What I have seen is when bitrate dives for unexpected reason and there is not enough bitrate to sustain 30fps or 60fps, the VFR will instead reduce frame rate to maintain quality. With CFR the quality would uniformly be bad
On OBS you can choose CFR, but I don't know anything about your screen capture device
AFAIK, there isn't. Look at Vegas.... it's frame accurate. If you have a variable frame rate video that goes from 30.3fsp to 29.8fps, then what is Vegas, which is looking for 30fps to do when there is more or less frames?
If the video is short and the frame rate differences aren't that great, you might not notice anything wrong. The longer the video goes, there is more "mistakes" that have to be accounted for.
