Here's an odd one. It took me a while to work out what's causing it, but Vegas Pro is messing with my region/keyboard settings. Often after starting Vegas, my $ will be ‎£ or quotes will be umlauts. 

This becomes apparent after closing the Application. Restarting Windows Fixes it.
