As none of the files in the Content Pack are executable (.exe) files, the folder (directory) to which you download the content pack is completely your choice; for instance, you could create a folder in 'Documents' titled VEGAS Content Pack.

Most of the files in the pack are .wav audio files which you would import into Vegas Pro in the same way as you would any other media; the LUTs are accessible via Vegas Pro's 'LUT Filter' or in the LUT feature in the Color Grade Panel by drilling down to the relevant folder via the Browse button in the FX/CGP; and the transitions are .VEG files which apparently need to be created in another open instance of Vegas Pro - but I've not used them so can't be sure.

I assume that in writing 'transactions' you meant 'transitions'.

The Magix download manager defult is C:\Users\*****\Documents\MAGIX Downloads\Installationsmanager

The files can be moved from there for backup and installed later.
