I 'm probably writing for no use since I own the previous copies of Vegas, but just to be sure, is it possible for me to sell or give away to a friend an older version of Vegas Pro like Versions 19 or 20 with the serial numbers so that I can teach her how to edit with Vegas?

With perpetual licenses, yes you can. From the Vegas Help Centre :
We do permit transferring your software license(s) to a new owner. In order to do so, please provide us with the name and email address of the person receiving your license(s) along with a list of the serial number(s) being transferred. We will then note the transfer in our records and the new owner may proceed with using the software.
This can be done with persistent licenses only. Subscriptions cannot be transferred.
I would suggest that 'persistent' is a language translation problem intended to read 'perpetual'.
