Much depends on how your microphone is set up.

Is it plugged into the sound card or is it USB? Have you gone to Vegas's Options/Preferences/Audio Hardware and ensured the program is recording from this microphone input?

You may also want to go to Windows' Control Panel/Sounds and Audio Devices (It may be called something different, depending on the version of Windows you're running) and, under the Audio and Voices tabs, checked to see if your microphone is selected and Volume turned all the way up.

I've just done a voice over for my daughter's college project. The easiest way for me was to record it on the camcorder, import it into the project and ungroup the audio track and delete the video track.

The camcorder trick works well although I avoid it on mine since it does increase the wear on the tape transport (yes, still using digital 8). One thing that does work surprisingly well and is quite inexpensive is the Logitech USB microphone. You can get one for about $20 ( http://www.amazon.com/Logitech-Desktop-Microphone-Black-Silver/dp/B00009EHJV ).
