I didn't know Premiere had a Velocity envelope. Is that Premiere Pro?
If you want to change the velocity of the whole clip equally, Ctrl/ Drag the edge to stretch or "shorten" both video and audio.
Currently when using Velocity envelope to graduate or ramp speed changes, Vegas makes no assumptions regarding audio change and leaves it as is. This may change next version.

Motion Blur is already there - first View > Video Bus Track (or Ctrl - Shift -B) Right click on Track header and select Insert Envelope > Motion Blur. Insert nodes by double clicking and drag to add motion blur where you want.

Thanks a lot, I've already tried and it works realy nice, better than in the Premiere. I notice your irony. Thanks a lot. Vegas do it better.

Cheers - by the way - there's also an option under Options / Preferences / Editing to Preserve pitch when stretching audio events.
