What if you render the .MOV to .AVI first and then apply the velocity envelope to the new .AVI file?

haven't tried that but just don't understand why Vegas doesn't do it right?

Your'e right... it should not make any difference... however... I have had odd issues with QuicktimeMOV files in projects (black frames)... I traced the problem to the version of Quiktime. I was using 6.1... upgrading to 6.5 fixed it.
