Vertical project settings are breaking my preview

I am making some content for my youtube channel and have a few sections that I think would work well as short vertical content from a series I am doing.

 

I changed my project settings for a 9x16 aspect ratio and everything broke. If I try and edit anything, whatever was in the preview before it stuck as a still frame and does not reflect any changes I make. The audio is fine, and the frame counter shows that Vegas thinks it's playing back content, but it's not. I tried loading into a different project but the preview just went black and would not display any video. So I shut down, restarted my pc and Vegas continues to work fine with traditional 16x9 content. If I make a new blank project and start it as a vertical orientation, things work up until I add any effects or do anything beyond a simple cut.

 

I am using VP 21 build 315, I was able to make vertical content before a few months ago without issue on this exact build so I am at a loss as to why it now no longer wants to work.

Primarily edit footage captured via OBS from video games, with some live action bits mixed in.

Vegas Pro 23 (VP21 also installed for previous project that uses Vegas Effects heavily)
