Vid Caps not from tape

Does anyone know how I can take a vidcap/image capture of a video frame from an AVI or MPEG file??

I know how to do it from Vegas' capture application if it's done right from the dv tape, but it would be far more convenient to be able to do it after the fact, off the avi file.

Any ideas?

Put the AVI file in Vegas, and click on the capture icon, located at the top of the preview window.
