Hi, I am completely new to video editing and I am using Vegas 14 platinum version 148.

I am editing the some old tapes, the properties are described as
Video: 00:32:37.680, 25.000 fps interlaced, 720x576x24, DV. Being a complete novice I am finding the whole experience mind blowing even though I have looked at many of the available videos on you tube. Can anyone tell me what settings I should be using in order to produce a good quality video for loading to my Hard drive in windows 10 and to be able to stream to an HD TV.

Assuming they are not widescreen I'd use:

Depends on what types of video's that HD TV can play.
Look in your manual of that TV

I also recommend the template @EricLNZ advised as you being a novice to video editing. Normally I would advice to a novice to use the render wizard of VMS but unfortunately this renders without audio in this case.

So in this case you have to go to the Advanced Options and to make your choice easier in the wood of render templates you can filter them first.

And you will find the template Eric advised easier.

By the way, do not use the Video for Windows option.
