As Cornico says, the text is generated at the project settings in effect at the time.

My knee-jerk response is that I would generate the text in a higher resolution project rather than as you descibe.

You can set the text up as a different resolution. When you use the Titles and Text Media generator, there is a frame size input box on the top of the screen. I changed it to 720 x 480 in a 1080 project and it appeared to be a lower resolution. I am not sure why you would want to do this though.

You could do all of your text in a separate nested project and make it any resolution you want.
