The easiest way is to just lay your clip on the timeline and use the space bar to move through it one frame at a time.

Hmmm... on my version of VF the space bar plays the clip. The left and right arrows move in increments by frames. You will need to zoom-in, in order to move one frame at a time, but yes, VF can do this. I believe the default view does 5 frames at a time before you zoom in.

You can see where you are on the status bar under the timeline. With my wheel-mouse, zooming in by one "notch" reduces the number of frames/increment by one.

I think Alt + left/right arrow keys (4,6 on keypad) moves by frame.

Yes, Alt+Left/Right arrow key will move back/forward one frame at a time, regardless of your "zoom" level on the timeline.
