It might be that Vegas is using the wrong DV codec?

If you have a Sony computer, try to uninstall the Sony DV codec.

2- Under Options, preferences, general tab
uncheck use Microsoft DV codec
check ignore third party codecs

A SOLUTION-
It took a lot of time and I experimented with various options. My scenes had the sun in the frame which went up to 109% on the waveform.
IF that had that not been the case, there probably would have been no pops in levels outputting to miniDV tape.

Finally, I applied SONY BROADCAST perameters to the whole project via VIDEO OUTPUT FX in the Preview edit window before rendering and outputting to tape.

I chose the "Conservative - 7.5 Setup" template option with video peaks set at 100%.
Then TOOLS, Print Video to Tape, NTSC DV, Best quality rendering.

IT WORKED beautifully. Finding that solution took forever.

I really think that SONY owes us a detailed, cross referenced working manual not only in PDF - but also IN PRINT - that nails all the problems encountered with using the software.

This trial and error nonsense is a huge waste of time. Searching these forums can sometimes lead to solutions but it too takes a lot of time.
