Are you asking about video-only, or audio-only clips?

The answer: Sure. (Assuming you HAVE Vegas, you could have just tried it to see what happened)

If you are asking how to take a video/audio clip and drop in just one:
Just drag it from the Vegas explorer holding the right mouse button and choose what you want.
