Possibly, but more often than not, this kind of thing is due to a setting you have accidently applied.

Entire timeline or just one clip? All projects or just this one?

Any fx or pan/crop applied?

Could be your gameplay capture media (OBS ?)

Process of elimination (swap meda types, etc.) will solve this.

One other possible. Turn off GPU acceleration. Are you using 32 bit? Why?
