I'm not sure how I can best request this particular feature. Okay, here's what I do - I pull in a scanned photo onto the timeline. I match it up with video so that I have a 1 second crossfade on either end. Then I use the Pan/Crop tool to add a little bit of motion to the frame. Nothing special there.
What I find is that setting a motion keyframe at the beginning and end of a clip is pretty much impossible if you've set up any sort of crossfade or other transition at the beginning or end - because in the video preview window you can't see your video at that particular time.
Anyway, the easiest solution is to do pan and crop keyframes first, then set up the in and out transition for the event after. But I'd love it if there were a simple button on the video preview window that when pressed, loops a selected event without transitions.
