Video quality changes

I've noticed this problem in both VP 8.0a and 8.0b. (I can't remember if it happened in Vegas Pltnm Movie Studio).

After I've "split" and moved (some) video events on the timeline, the video appearance becomes "choppy" or "jumpy"
in the preview window (at any preview quality level). When I undo it, the video goes back to its original "quality."
This now "choppy-" looking video shows up in the final render.
It also happens when I overlap video events on the same track - the choppiness occurs within the overlap and also just outside of it.

The video source is an mpg file taken with a Sony digital camera. Provided that the source video is not of a high quality file to
begin with, I don't see why Vegas Pro 8 can't handle it gracefully. I have seen the problem -- to a lesser extent --
from avi files captured from miniDV camcorders, used in the same computer. Thanks for any feedback.
