Video rendering

Why can't I customize video settings when rendering main concept mpeg-2?
I mean changing video quality and choosing vbr or cbr.

Are you using Vegas, or Vegas Movie Studio? VMS is the little brother to Vegas and a lot of things regarding the MPEG encoder cannot be accessed.
