If my project will be destined for NTSC TV, should I have the following switches checked on?

1 - In the new Broadcast Colors effect, "7.5 IRE setup" and "Studio RGB (16 to 235)"
2 - In settings for the Video Scopes window, "7.5 IRE setup" and "Studio RGB (16 to 235)"

If my project will be destined for computer montitor, should all of the above switches be unchecked to allow a wider color range?

From the sound of it sounds like something to support DVD players and/or some later model TV's that may have what's called super black. There is black i.e. absolute black meaning free from any color as represented as 0 in the computer world, while the 7.5 IDE value for television is a little ligher than true black, but it is the usual basis for setting black levels for TV's. Computer montiors display colors differently than a TV does and because the colors are generated by your graphics card electronics rather than mixing together from seperated red, green and blue transmitted siginals for TV, the colors have a wider range, over 16 million possible shades if you set color depth high enough, so generally the colors in a image assuming a decent graphics card and decent properly calibrated computer monitor are "better" at least preceived as so. They for sure are different hence the reason to use an external monitor for all color,level adjustments IF your project is going to be viewed off a television set either directly through playing back from your video camera or indirectly played back off your TV through a DVD player. So if you only plan to view your project on your computer it would seem logical to not enable this feature. I doubt you'd be easily able to see the difference, we're not talking much of a difference, a few shades lighter.
