I'd recommend use of Vegasaur. They have a very nice pan/crop tool that makes creation of simple slideshows very easy.

It's not free, but well worth the cost because it does so many things. I believe you can still download a 30 day trial. It's highly recommended.

Vegas 17 is made for you then.

Go to Insert > Slideshow

and take it from there.
