In Vegas 20 and 21 versions I also experienced that

- if Video Stabilization is set before Pan/Crop and

- then switch to another filter before moving the marker on the timeline

The program crashes as shown in the picture. Here I just hit Apply Export for Mocha Vegas, then exported it to the Picture-In-Picture filter for Motion Tracking. In both cases the system froze.

I have I9-13900K, 64GB RAM and RTX 3090 with the latest Studio driver (version 546.01)

And use huge memory:

After just a few minutes, order is restored and I can get back to work.
