videos that look like webcam framerates

i've seen it before lots of time in music video. the vid will play and it has somewhat slow framerates but still moves ok. it looks like a webcam video but not quite that choppy.

i don't know what to do to that video

Do you simply need to adjust the framerate? Make it slower? If so... you can do that easily. You simply do something that is called "undersampling". Right - click on the clip and choose "properties" then mess around with the "undersample" figure.
