Much of that is done in 3D Alpha motion tracking with several layers/tracks from what I can see. The below links aren't for that specific effect, but similar to parts of them -- i.e. how to have a "live" picture going on inside a frame

See the "Heroes" clip (link is in 4th line of text) of the "Reflections" tutorial. He uses stills inside the frame and there isn't 3D alpha zooming in, but it's similar to what you are looking for. The reflection part isn't what you are seeking, but the clip is.

The "Duplicating the Frozen Frame" shows you how to create the inside-frame part, though this tutorial involves an outside scene around which it is happening.
