VP13 F3 and F9 Key not working (again)

VP12 F3 and F9 Work, have it assigned on shuttleproV2. Will not work in VP13.
If I play timeline and hit F3 or F9, the key stroke will cause fast forward and rewind correctly, but the two keys have no affect when scrub line is at a stand still to jog forward or reverse.

F3 and F9 work when Quantize to Frame is OFF (same problem as previous post a year ago or so)

Logitech drivers have been removed since they caused problem in previous version with F3 and F9.

I did confirm the keyboard timeline view has F3 and F9 assigned, any ideas?

Review with SCS support how you achieved Shuttle preferences in VegasPro13 since up thru build 310 it has not been designed in - so you must have used a hack

Thanks for response. I followed shuttlepro contour process.

Opened sony vegas 12 settings, clicked options, copy contents from current settings
Selected executable file for sony 13.

Requested support from contour, nothing yet.

Will ask SCS for help.
