VP17: Dolby Digital AC-3 Studio won't install, error -1

So I just went to use the Dolby Digital studio AC-3 codec for rendering audio for a disc and I get a popup saying:

"The selected encode format requires the download of an add-on software module the first time the format is used. If you with to proceed, ensure your PC is connected to the internet, then click "Yes"."

I do what it says and then after about 2 seconds this error appears:

"Installation failed, code: -1 On some systems this problem can be avoided by starting the application with the Windows "Run as Administrator" option then rendering the project again. After the component has downloaded successfully, the application can be closed and restarted normally, without the "Run as Administrator" option."

Now I did what that said, to run as an administrator and also reset VP17 to defaults by holding CTRL+SHIFT while double clicking to open and erased all cache. Still does this problem.

Any tips?

Thanks for that link. I did not find that when I was searching.

For what I do I can render it in WAV or W64 in Vegas and use DVD Architect 7 to format that to Dolby Digital AC3 192Kb/s (or higher, even) while making the disc. I do that anyways when I want 256Kb/s, anyways, but my source does not go higher than 192 for this project.
