[VP17 Issue] 240fps: Erratic Frame by Frame Navigation

With 240fps video (doesn't occur with 30, 60, 120fps) from Gopro Hero4 Black (HD4.02.04.00.00)

Forward frame by frame doesn't work depending timeline zoom, or not. Issue occurs arrow key and button.

Backward frame by frame works but jumps 1 or 2 frames, instead of only 1.
