[VP17 Issue] Event Length Phantom prevents Event Header grab

Event Length display in the Event Header stays alive when is off.

On or Off, if event length crossing event name then event name is over the top of him, but it's the event length that is clickable, so header becomes unclickable, so unmovable.

Behavior is slightly more complicate to describe. See video for details (some comments inside).

Please confirm issue.
