VP17b321 bug：Everytime restart vegas, track motion window minimal

When High DPI turn on, everytime I restart vegas, track motion window become minimal no matter what size it is last time.

It opens minimal even without high DPI. The development team is aware of the bug.

Awaiting fix, leave the Track Motion window open when you close Vegas ; this keeps size at restart.
