Want to go back to 421, am I going to have to reinstall all my plugins

 452 is *less* stable. I'm seeing GPU hangs more now than I ever have.

I've gone through the panoply of things to work around the problem and the only thing that consistently works is to turn off GPU rendering. Which then makes my current project un-editable.

if I uninstall and reinstall VP-421 will I also have to reinstall the third-party plugins?

I'd guess so but wanted to ask first.

Re-installing 3rd party OFX plugins shouldn't be necessary after uninstalling and re-installing VP, though you may need to re-scan for vst audio plugins after re-installing.

I thought there was a bug introduced with the latest VP17 build with Chroma Key.

So, I uninstalled VP17 and went back to the release version of VP17. All the "stuff" was there when I started it.

The problem was "user operator error" on the chroma problem.... I was the problem so went back to 452 and am happy again.
